APPG on UK-Ukraine 100 Year Partnership Agreement

The UK–Ukraine One Hundred Year Partnership must increasingly move from a long-term political framework towards the practical delivery of joint projects.

On 10 September, the APPG on the Implementation of the UK–Ukraine One Hundred Year Partnership Agreement convened a roundtable in the UK Parliament focused on the UK’s practical role in Ukraine’s recovery and reconstruction.

The meeting brought together UK parliamentarians, representatives of the Government of Ukraine, British and Ukrainian businesses, financial institutions and experts to discuss how the Partnership can translate political commitment into practical cooperation.

We were pleased to welcome Lord Glasman, Co-Chair of the APPG, and David Taylor MP, alongside a Ukrainian government delegation including Artem Rybchenko, Deputy Minister; Yaroslav Dubovych, Deputy Director; and Ivan Kyrylov, Head of the Partner Engagement Division.

The APPG was represented by Danylo Nikiforov FRSA, Secretary; Andriy Yarmolskiy, Head of the Subcommittee on Reconstruction, Investment, Infrastructure and Interregional Development; Oleksandr Gryban, Head of the Subcommittee on Digital Economy and FinTech; and Dmytro Tretiakov, Strategic Advisor, alongside Oleg Goshchansky, Head of KPMG Ukraine Gateway Initiative; Sebastian Bassett-James, CEO of Milkwood Group, and other experts.

Discussions focused on Ukraine’s recovery priorities; financing, guarantees and risk-mitigation instruments; opportunities and barriers for British businesses and investors; and developing a pipeline of projects suitable for British institutional, financial and commercial participation.

A central conclusion was that moving from political commitment to implementation requires more than identifying individual projects. There is a need for a dedicated bilateral implementation mechanism capable of systematically connecting Ukrainian priorities with British institutions, finance, expertise and business, and supporting projects from preparation through to financing and delivery.

Such a mechanism could provide continuity, coordinate public and private stakeholders, maintain a pipeline of priority projects and help address barriers to implementation. Developing this architecture will be an important focus as the One Hundred Year Partnership moves into its practical phase.

The APPG will continue this work through its Subcommittee on Reconstruction, Investment, Infrastructure and Interregional Development, engaging with Ukrainian and UK partners on potential pilot projects and the wider bilateral framework required to take them forward.

The One Hundred Year Partnership provides an ambitious long-term framework. The next task is to build the practical bilateral machinery capable of delivering it.
